Eritrea’s Digital Economy: What Must Be Built Before Technology Can Deliver Growth

Connectivity, dependable payments, practical business systems and operational skills must work together before technology can support sustained growth. EBJ examines the foundations and the evidence still needed.

Technology can reduce the distance between a business and its customers. It cannot, by itself, make a payment settle, keep a connection available, or turn an uncertain investment into a sound one. For Eritrea, the useful starting point is therefore not a catalogue of applications. It is the practical foundation that would allow firms to use digital tools repeatedly, affordably and with confidence.

This is an analysis of that foundation, rather than a claim that a digital transformation is already under way. The commercial test is whether technology makes an ordinary transaction easier to complete and a business easier to manage.

What the evidence establishes—and what it does not

The World Bank's Overview of Digital Development in the Horn of Africa, published in 2021, described mobile money as virtually unavailable in Eritrea at that time. That is a dated observation, not a verified account of today's payment market. Source: World Bank, section 3.1.5.
