The September 18, 2026 OFAC action changes a legal fact. The commercial test is whether banks, insurers, shippers and investors are prepared to transact.

On September 18, the U.S. Treasury's Office of Foreign Assets Control announced the expiration of the national emergency under Executive Order 14046 and listed Ethiopia-related designation removals. The notice includes Eritrean entities that had been designated under that authority. This is a significant change in the specific sanctions program. It is not a report that any particular bank has opened an account, that a shipper has begun service or that capital has entered a project.
